You would have to check your local ordinances and state statutes. Most of the time, if a parent signs consent, and you want one, it can be done. Just remember: 1) Make sure it is a safe and sterile place (you don't want hepititis or any other disease) 2) A tattoo for the most part is permanent - for life. Everyone I know that got tattoos young hates them now. I waited until I was 23 to get one and it was something I wanted for a long time that had meaning to me. What I wanted when i was like 15-16 is not something I would want on me now.
You will change SO much in the next 5 years. Wait until you settle down and know who you are.
IF you decide to do this make sure the needles come out of a sealed package from what is called an autoclave. The autoclave sanitizes them. Also the ink should be put in individual disposible cups. The artist should wear gloves and sanitize your skin first.

It depends on the tattoo parlor. I know in my area there are parlors who won't even peirce a minors bellybutton even with parents present. The best tattoo parlors have the most self imposed rules and regulations *no minors, no hands, no feet, etc etc* In some places and some states you can get anything done if you have a parental consent. Just make sure that the parlor isn't sacrificing ability for convenience and extra revenue. I would suggest researching for the best parlor in your area before getting any work done. Tattoos are forever and therefore should really be thought out well first. Hope your tattoo goes well!

Isn't it a big decision to put something PERMANENTLY on your body when your under 20 years old. How do you think you will feel about it at 25, or then at 30, when your skin and the picture starts to sag at 35, then at 40. What about when you start to want to be more sophisticated at 45 or 50...I see a woman around town with a "tribal band" around her arm that is sagging. It looks sad. Or the older lady with a horrable black butterfly blurb on her thigh in a restaraunt and wonder what she was thinking. Don't get me wrong. I think Ink on skin is sooooo hot!!! But I do think you should be a little older.

People under 18 are not of legal age to consent to getting a tattoo on their own, a parent or guardian will have to go with you. It is still illegal to get one under 18, but if a parent goes with you, and consents, they will have to sign a waiver at the shop to allow you to get one.

The laws aren't real clear on this one, at least not here in CA. I have a friend who runs a tat shop and they ran into this problem very early on. Their procedures, and those of every reputable tat shop I know of, require that tatooees be at least 18 and make no exceptions for parental permission.
As a person with a few tattoos myself, I say wait until you're 18. First of all, this thing will be on your body forever, and it may be hard to explain something like a person's name later in life. You had better check the laws in your state. Some tattoo shops will give you a tattoo if your parent signs, howvever, it may not be legal unless the law in your state states it is. In other words, you, your parent, and the tattoo shop would be breaking the law.
Check your state laws, not what others say.

Sure you just need a person above legal age, like if you have a sister she can go with you and be responsable for you. but that person NEED to go with you. A paper will not WORK because the person doesn't know if it is the signature of you parents.

Yeah, unless it is a personal preference of the artist not to. Just have you parent bring a photo ID and a Photo ID of your own... or something like a tax return form to prove that you are your parents child, and you will be in the clear.
Good luck! Just to warn you, they are addicting!!! And don't worry about people who say it hurts or you wont like it when you are older... you will love your art!

I guess that depends on the state's laws. In georgia you can. A bunch of us did that when we went to six flags in our eight grade field trip. I am sure all state allow it. But since it is a letter, it might need to be notariced. Check with that tattoo place first. just give then a call.
