Usually it's the organization they work for. Most Police Officers have Statewide powers even if they work for a Town or City within that State. These same Officers won't usually use those powers out of their area of operations, since while they are on duty, they stay within the area of the people who are paying for police Services, but they go outside that area if need be. Don't go thinking that an Officer has to stop at the Town or City line if they are after you, they won't , but Most Officers won't pursue into another state unless there are no units from the state they are pursuing into available.

State police are allowed to travel anywhere within their particular state and make an arrest. City police patrol their local city and must contact state police if the suspect travels outside of city limits. If a suspect crosses state lines, he or she would be under the juristiction of the federal government, ie the fbi or cia.
