If my boyfriend got a notice to move out of his apartment on Nov.2-which said he had to be out by Nov. 30th... He payed half the rent on the 1st and he told the landlord he'll get the other half when he leaves... Now the landlord lives downstairs, and chainlocked the downstairs door and claims hes going to rechain the lock when my boyfriend leaves for work tonight. Can he do that? what should my Boyfriend do? My boyfriend still has his stuff in the house to.

Your boyfriend needs to read his lease agreement and see if he agreed to full payment at the beginning of the month and immediate eviction. Most common law states require notice prior to eviction, and your boyfriend certainly has a right to get his things. Tell your boyfriend to carefully read his lease agreement, and if his landlord is not acting according to the agreement then your boyfriend should calmly and politely tell him that he will contact an attorney if the landlord does not act according to the agreement. However, the landlord will likely "call his bluff," so he needs to be prepared to speak with an attorney. Most attorneys will write a demand letter for a very reasonable price (paid up front.)

Your landlord has to go through the eviction process which takes a while. So no he's not allowed to do that.
