This phrase describes vertigo. The common word for this is "dizziness". Vertigo is the medical term for the feeling that the room is spinning. Little kids often will spin in place several times then stop and look at the room. It will seem to be spinning. Many things can cause vertigo. If you read it in a book, it might be the result of intoxication or getting off of an amusement park ride in the story.

This sounds like a line from a poem.
The world is spinning because as a Korean, he may be suffering from the economic and political disasters that are decimating the poor population, the underprivileged part of the population.
His world is so overwhelming that it spins.

your drunk the alcohol cuts off oxagen to your brain and makes you feel like that when you get to that part you need to stop drinking or you will get alohol poisening (WARNING)
