What signals is he sending?

I really like this guy, but in our culture and religion, dating is not incouraged, also my brother is over protective lol. but when i see him, he makes a move....like we havent done anything but kiss and he kisses me, its hard to explain...but when he makes a move, after that i dont hear form him for awhile..he has a girlfriend (i am the one whos morals are high and dont want a boyfriend so things dont happen) so i understand kinda, but he told me yesterday he loved me since we've met, i aksed why he does things then i dont here from him for 2 weeks or whatever, he says its because hes confused. he knows i like him too.
what am i supposed to do now? what signals is he sending?

Personally I think if he's got a girlfriend,but he's kissing you,then he's cheating on his girlfriend.So if he can do that with her,what makes you think he won't with you?

I'd say stay away altogether and find a different guy.I'm sure there are a ton there.
