Although I'm an atheist, I have the answer to your question. Wicca is a religion that anyone can take part in, and anyone can be a witch if they want to. There are many different types of wiccanism, paganism, and witchcraft. Go to http://www.wicca.com/celtic/wicca/wicca.htm for more info, or look it up on Wikipedia.

I don't know if you could say for sure that you are born one, witches are normal people just with different religious ideas...I do know that even as a child I never felt close to the Divine sitting in a church, but rather out in the woods or under the moonlight/ sunlight. When I discovered it Wicca, I was shocked to see every belief I had in my heart written out in a book. It is simply the best fit for me and I feel "home" in this religion in a way I never did as a Christian. When I went to church as young woman, I remember feeling almost suicidal from being taught that I was such a worthless piece of garbage that someone good had to die to make me worth anything. I wished that it would have been me instead. Seems like a horrible thing to tell a young child.

A witch is simply someone who practices magic. Magic is a skill that can be learned through training, hard work, and lots of practice. Although some may learn the skill easier than others, it is possible for anyone to learn. One does not need to be religious to practice witchcraft but there are some neo-pagan religions that include the practice (one well-known religion is Wicca). There are also neo-pagan religions that do not practice magic. One is not born into any religion--they are trained and taught and then make a choice whether or not to follow that religion.

Some people are born witches, some become them. However, being a witch has nothing to do with the Biblical definition. If you're a witch, it means you revere nature, perform spells and rituals for the betterment of yourself and your family, sometimes for the good of all humankind (if you're really ambitious), and you always remember the law of three - whatever you send out comes back to you threefold, so it's much better to send out "good" things than "bad" things.
If you don't want to be a witch, don't be a witch. No one is going to force you to be one, no matter how naturally it may come to you, so don't worry about it.
Also, being a witch has nothing to do with Satan.
Blessed be!

oh, i did a full blown report on this once..
you can become one, dont have to be born into it.
but for some people, "results" come faster than others.
some think its because of the arrangement of stars at birth,
or because of a distant ancestor who once practiced,
but in ways its the same as when a person is just naturally good at running,
or writing,
or drawing.
for some, these things just come naturally,
and for others not as easily.
but just because a person isnt born that way,
doesnt mean they cant get to be good at it.

Well... the answer is both actually.
I was born a lutheran and then turned to a Druid because I never belonged to the lutheran society or any other religion. So yes, you can become one. As well, if you are born into a family that practices Witchcraft and are taught it while growing up, then yes, you can be born into it too.

You are either born a "witch" or you are never one.
People choose to become Wiccan but Wiccan is a modern day hippie type religion that tends to attract many who feel lost in "normal" society. True enough, all religions attract weirdos but Wicca seems to take the cake.
You CANNOT just decide to become a witch.
It doesn't work that way.
One last thing to keep in mind; Wicca and Witches are not synonomous. Wicca is a fairly new religion. Actual witchcraft is much older.

You can become a witch. I did. You have to study a lot though, and it's not for everyone.

Edit: "Black cat" is thinking of Christianity and other religions that require a tithe. I send no money to anyone...except the various charities that I donate to.

Witch is a state of being. Its a way of life. You learn it, live it, and grow into it. Becoming a witch starts with the desire to transform your life.
