Become a strong Alpha leader. Your dog does not respect you if it's willing to pee on your foot. What do you think an Alpha dog would do to a dog in it's pack if it tried to pee on the Alpha? The correction would be sharp and quick and the lesser dog would be far less apt to challenge it's position in the rank again.
I suggest you listen to Ed Frawley's podcasts on becoming your dog's pack leader: http://www.leerburg.com/dogtrainingpodcasts.htm
You'll really learn a lot and your dog will be a happier, less assertive but more confident animal.

It could be that you think your dog is being spiteful but maybe she has an underlying issue going on. If she has an infection it may cause frequent urination and it may be coincidence in the timing of when she goes and you think it's because she's not getting what she wants. I would start by taking her to the vet and getting a urine sample tested to make sure she doesn't have an infection. If she is doing this on purpose then you need to retrain her. Don't let her have the full run of the house, this is the biggest mistake made by people trying to train a dog to go potty where they are supposed to. If you are home bring her out every 30 minutes or so and tell her to go potty. Sounds silly but you need to use the same commands all the time whatever you chose for them is fine. When your not at home then put her in an area, such as the kitchen where she can't get out and doesn't have the entire run of the house. Bring her out before you leave to go potty and out as soon as you get home to go potty. You have to be patient and persistant in training a dog. If it doesn't work and it turns out she is spiteful then I would find an animal trainer, they can give you some good tips and must save you a lot of frustration.

Well, I don't know the situation so I'm shooting from the hip!!
Does your dog get plenty of outdoor exercise? Or is she housebound?
Do you work all day, and is the dog left to its own devices?
Do you put her outside immediately after she pees in the house?
Did you get another dog after you got the basset? Maybe she's feeling left out, like human kids do when a new baby comes home?
If she's genuinely loved -and feels your affection for her - she may be responding to some other changes in your household. Dogs are amazing little critters. Try to give your dogs equal affection; they do sense favouritism!
Try rewarding her right away when she pees outside, and let her know - without swatting her - that when she pees in the house it's a no-no by putting her outside the minute she does it.
Also, she is quite young yet - my springer used to pee on our feet when she was young because she was excited - or she'd just pee on the floor for the same reason. She quit doing this when she was 2 or so. Bassets may just take awhile to get potty trained. Hope the advice works. .

This is why you never train a dog to go in the house in the first place. What was once OK is now giving you thoughts of getting rid of her. This is not her fault. You need to start all over again with a crate and out door training. Take her out more often and make sure she doesn't have a medical condition and praise her when she goes outside. Put her n a crate at night. You really made this problem when you taught her to use a paper or whatever IN THE HOUSE. Bad idea.

Give a treat when she potties outdoors, just to make sure she knows that she is supposed to go out there. Make sure she doesn't have a urinary infection or bladder stone with you veterinarian. I can't imagine she could have a bladder tumor at 1 yr, but that can also cause incontinence. Try and make sure she has an empty bladder before taking a nap (or any other activity that brings out the bad behavior), then at least she isn't "loaded." Make sure she is getting enough attention, but she has to learn that she can't have whatever she wants at all times. Give a treat that will occupy her for a while when you want to nap. Such as a dentabone, greenie, munchy bone, busy bone, or rawhide treat. That way when you need time for yourself, it will be a positive experience for her.

I disagree on what people are saying about dogs not being spiteful. I have a male dog right now and just this morning I woke up to there being poop in my bed. He had packed it there from it being hidden because I wouldn't let him sleep between me and my partner. He is perhaps the most spiteful dog I have ever seen.

Almost everyone has given you good advice. Make sure it's not a medical reason first. And if it isn't, then you need to become alpha in your household. I agree that dogs cannot be spiteful...that's a human emotion.
I feel really sorry for Adrien C's dog...people like her should not own a pet.

Your dog does not see you as the pack leader. Her "peeing" on your feet is her claiming you.
Take away all furniture priveleges.
Eat before you feed her, and let her see you eat, even if it is only a cracker.
Make her perform a command before giving her anything...before she eats, make her sit. Before you pet her, make her "down." Before she can go through a door, make her sit.
Close off all of the bedrooms in the house to her.
Crate train her, so if you can't supervise her, you know she is not peeing in your house.
Clean up all peed areas with Pet Force from http://www.frrco.com/121668 so she is not tempted by the smell of urine to pee in the same spots.
She is not spiteful. She just sees herself as the leader, and you are in her pack. You need to reverse these roles.
Make sure everyone in your household adopts the above rules, and be consistant and patient!!! If you don't stick to it all of the time, then she will test the boundaries.
Once you have her peeing/dominant behavior under control, you can let her on the furniture if you wish, but only if you invite her and she must get down when you tell her "off."
Good luck! Visit my site and contact me if you need any more help!
