That might depend on what kind of TV you are talking about. A tube TV runs hotter than a flat panel type. Then it depends on what is meant by the "most heat". If you run both the TV and the stove for the same amount of time then the stove would give off the most. If measured the total output of both devices during normal use over a day or week then the TV might give off more because it tends to be left on for hours at a time while the stove is off most of the time. Also consider both devices may never really be completely off. Gas stoves often have pilot lights and TVs often run in standby mode which draws a small current and gives off waste heat.

It is interesting that you happen to compare the two. Did you know that some of the original televisions were gas powered? That's right. It didn't work very well, the pilot kept going out.
