You can't. I had the same problem.
Invest in a shedder, or a metal trash can so you can burn important papers.
I had to move to have final peace.

I'd definitely seek advice from the Better Business Bureau, or an agency that protects tenants rights or from the city council or police department. Although the answers are correct that trash pretty much becomes "public domain" once it's placed out at the curb, that has to do more with someone throwing out a couch or something that could be useful to others, not someone continually going through the same person's trash with the intention of prying. If there's not an agency available that can find you some help with this situation, I'm afraid you'll probably have to find a new landlord to solve the problem.

Need some more info on this. Is it the trash can inside your residence? Or are you talking about the can that goes to the curb? I would make sure to shred any sensitive documents that get thrown away so as to keep the landlord from getting important personal information. You may want to get a copy of your state's landlord/tenant laws to see if they can even be on the property without advance notice.
FYI....a trash can that is out at the curb for collection is actually considered "city" property.
JenV...it doesn't only cover large items like sofas. That is why you will see police officers get garbage cans of places they're watching to see what the occupants of the house are throwing away. Anything put out on the city right-of-way is considered city property. That is why you can't build on it, put fences on it, etc.

What an odd land lord. I wonder what he/she is looking for in your trash can.
Get a cross shredder for all personal and confidential paperwork and make sure you shred all papers.
You could poor nasty sticky smelly stuff all over the garbage that is inside the bags.

Hand deliver your trash to the person that picks it up or wait until the last minute to put it out for pick up. I've heard that trash is pretty much open to the public once it's out or your possession.
