If the cement is very smooth you will be required to etch it. This is simply a solution of muratic acid that you swab on and it will take off the very smooth finish. Then you wash it with clear water, let it dry and paint with any good cement paint. Any paint store will have all the materials and instructions you may need.

There are plenty of paints you could use to go on cement. Go to your local Home Depot and ask an associate in the paint department.

walls you can paint with latex paint using a roller or sprayer ( yep, just regular paint, any color). If it is a garage floor, you might want to buy the special paint, and you have to first clean the garage floor with a degreaser.

Go to Home Depot paint department, tell them what you are going to do, and they will tell you what kind of paint and what type of roller to use.
