Explain to him that you're flattered, but you don't date your coworkers. If it doesn't work out, it could be rough...and if it does it could be even worse....

It always feels good to get attention and there's nothing wrong with a little playfull banter as long as that's all it is. I would watch that a little closer to make sure I wasn't leading him on. That wouldn't be fair.
If you said no and he keeps calling, then perhaps talking about what a great weekend you just had with this new guy you've been seeing is in order. If he doesn't catch on after that, he's a complete selfless idiot! Keep the number to Human Resources handy.

Telling him the truth is the best way to let him know what is going on with you and that you like him as a friend but not interested in him personally.

There is not better answer than a forward and honest answer. Let him know clearly that you are not interested in him and that you would very much aprecciate the he stop insisting. That you can be friends but any effort from him to push the dating thing can very well throw that out the window to. BE HONEST...

Have you told him that you are seeing someone? If you havent, now is the time. If hes persistent anyway then you can either give in and see waht hes about, or let him know firmly that you just arent interested in him and that another man has caught your eye.

Just tell him that u are seeing someone else. That would help alot and it wont be so weird for u and him when u see him at work. Dont lie to him just tell him the situation.

Be honest with him. Tell him that you just see him as a friend and you just don't feel the same. Tell him he is a nice guy and bring his self-esteem up and say that there will be someone else who likes him for who he is. (Kinda even out the "rejection.") You just don't feel the same way.

Tell him you have recently become involved with another, and do not flirt at the office. If he does not stop, it's sexual harrassment, but remember, if you participate, he could be the one bringing you up on charges.

Just keep saying no and avoiding his calls. Eventually he'll get the hint. It may be annoying for awhile but at least you won't have to have any awkward conversation.

Just tell him that you don't feel that way about him, and you just want to be friends. If he keeps stalking you like that, then talk to someone with authority.
