Well you're both very young. Start out by being friends, and maybe just do something like hold hands or kiss on the cheek. You're really both too young for anything else.

when you are eleven and she is only 8 or 9 it's not that bad but if you were older like 10 and 14 then that would be wrong

At 11 and 8 I think you should just say I like you . I would like to be your friend . Then just be friends . Friends like each other.

dude, you're too young to be worring about chicks especially chicks three years younger than you...:-/
also don't get in the habit of going out with girls 3-4 years younger than you. because its really creepy when you see 23 year old guys dating 18 year old girls.
