I have a Bichonpoo (1/2 Bichon Frise 1/2 Poodle) and she was born without a tail also. They said it has to do with poodle genetics. She is cute when she wags her little stump. She can't miss what she never had.

You have a cute little defective dog that probably has more genetic problems that haven't surfaced yet.

It's just genetics. He doesn't really need a tail and he can wag his nub for fun.
