What Cyanne said above me is NOT true (sorry). The United States recognises dual citizenship, but when you are in the United States and have U.S. citizenship, you are fully liable for the consequences and benefits that come with the citizenship and the second citizenship is not taken into effect (i.e. paying American taxes even if you work abroad in that country where you have citizenship). It is even mentioned on the Department of State (state.gov) as a travel warning that if you have dual citizenship you are liable for all legal consequences in the nation before extradition to the States can take place. I also know this because I am a dual citizen to the U.S. and to the Republic of Moldova, and have been for 10 years.
You can contact the Russian Federation's embassy, in either Washington D.C. or New York City, whichever is closest, and they can send you an application that will have to be filled out by both your parents and yourself. The only way that they wouldn't grant you citizenship is if RUSSIA has laws against obtaining dual citizenship - the U.S. has no problem with it as long as you understand the rules that come with it. Contact the Russian embassy, they can tell you all about it. I believe there are also application fees that apply, check out the website at:http://www.russianembassy.org/. That's for the D.C. embassy.
Good luck.

Until you are 18 you can get both. When you turn 18 you must choose your citizenship. Dual Citizenship is not recognized in the USA.
