I live in NC and someone hit me trying to make a u-turn at a sign like this.

You can do it as long as they don't have a "no u-turn" sign. Some signage is marked with not only the left arrow but a U as an alternative.

nope, only if there isnt a no-u-turn posted. In most state is legal, that all depend on what states and its jursdiction. Or that all depend on the cop being a complete #$@!!!

Not in my State, (Fl) you can make a u-turn from the right lane if ya want ,no turn signals required. heck man we dont even have fast lanes are slow lanes but one must do 10mph under the speed limit on 2 lanes with double lines,
