The surfer look is in the color, get ash blond highlights. The style is either really straight and feathered back, or really curly spiral curls that are tight like dread locks

Short layers with bangs. Make it a cute sun bleached blonde, or if you don't want to totaly dye it add hilights. Get some of surfer hair wax.
