Well, the only thing you SHOULD do is very kindly and gently explain to that person that you really aren't interested in a "relationship" right now. But, not only that, there is another person in your life who is rather "special" to you, and when you have got certain plans for the future sorted out a little more, you are intending to ask that person to share them. That way, this unattractive person who is attracted to YOU, will not be given any reason to think that it is his or her looks that are the reason for your rejection. Being gracious should be your primary concern, and a little kindness far outweighs the fact that you would have had to tell a little white lie.

You would handle it with finesse and dignity. Sharing deep feelings is not trivial. I would simply tell them something like ..."I am flattered beyond words, I understand how hard it must be for you to share something so personal with me. I respect you, appreciate your friendship, but there cannot be anything beyond that because I just don't feel the same way that you do about 'us'. Friends are a treasure, and I hope that that is what we can remain."

Well, I'd tell the "unattractive" boy that I was not interested in a private conversation being as clear as possible and as kind as possible.
It is too bad you are judging him on looks alone. He could be a great guy but you will never know.

Be honest with them. Attraction sometimes has nothing to do with appearance. I know that people I consider unattractive move on to have successful relationships with people who do.

I would just tell them nicely that you dont like them like that.
Or you could stall and say you have to go and have someone else tell them and avoid eye contact for a couple months

it happened to me in 3rd, 4th, 5th and some other grades. third grade i just looked at him like crazy cuz he asked to kiss me. fourth grade, i ran. fifth grade, i cried...and then everyother time i just smiled LOL
