ROE changes under martial law.

Even then, legal safeguards are in place to ensure no episodes of hapless shooting were to occur. The ROE will apply as they do in a combat environment but extended to scenarios where civilian lives and/or property were placed in danger. Lethal force may still not be immediately applied however, as the military does have an arsenal of nonlethal weapons at its disposal. It all depends on the special orders given commanders in the area placed under martial law. Mostly it will involve a quarantine, curfew, movement to vital government, law enforcement, firefighting, and medical facilities restricted to those with urgent business only. Street patrols, etc. would be established to ensure all points of martial law are upheld. Just remember that in an area under martial law, everyone's rights are curtailed.

It will depend on the situation. For example in New Orleans after hurricane Katrina all National Guard soldiers were operating under ROE that allowed them to used deadly force only in situations where human life was in danger. (The active duty military was not allowed to have ammunition due to complex legal issues.)

During the Los Angeles riots there were people shot by soldiers - and in every one of those instances the shooting was investigated by three different law enforcement agencies (and found to be lawful and appropriate under the circumstances).

The fact of the matter is that in a martial law situation the troops would be given legal guidance regarding what amount of force they can use and under what conditions. And use of excessive or inappropriate force would have them facing court-martial.

They do have the authority if the civilian is violating the martial laws that are in place at the time.

martial law is just that, do as your told or else. Can't see it happening here unless we elect a lunatic into office. Oh No, run for your lives.

Only when breaches of civility/security have been made and shooting becomes the minimal force necessary to bring things back into order.

i will do "C" via "Posse Comitatus Act", which became created 2 hundred years in the past to make sensible the protection rigidity became by no ability used hostile to the electorate. It wouldn't be American Soliders. I doubt you could get them to shoot Americans (as a whole).
Besides, anyone shooting at me, better be prepared, 'cause I shoot back.........and there are a lot of people like me!
