Glass paint is the best, tempera, or latex is next. Nothing will be permanent, but washing by hand will make it last much longer. You will need to spray a clear finish on it when done.

They have glass paint at a craft store like Michael's.

i'm into folk art one stroke painting and for glass we use folk art enamels, as opposed to folk art acrylics, which are for wood. that was totally my idea to give out for Christmas also, until I went to dollar tree to look for glass and they have some wine goblets there already painted for like a dollar each. booooo. anyway once you paint w/ enamels you need to bake it in the oven or something the instructions come on the labels.

Go to a hobby store, like hobby lobby. They sell paint for just this sort of thing, called glass paint (duh). It should be permanent and dishwasher safe. Ask the sales person who works that dept. about the specifics. Easy as pie.
