I have found two reasons:
1- They think the colors are attractive. Cooks shouldn't decorate.
2- Someone told them that this was a good color to entice people to eat/buy food.
I am always astounded that restaurant owners choose such gross and unappealing color schemes. I will never return to a restaurant that makes me feel uncomfortable for any reason. Color is a very basic item that needs to be welcoming and not offensive.

Some just use the cheapest paint on hand. Or some have poor taste in decorators.

they want you to enjoy your meal then not turnu it into an all day gabfest over three more cups of coffee and four hurs of yakking the average 25 minutes that you will be there after your meal is served is calculated into how many meals they think they will serve in one day which is factored into how much food they do preprep on for that day
