I've never heard of it, but it seems feasible and marketable. I imagine that more people are dissatisfied with their voices than their visible features.
If such a surgery exists, what's it called?
If it doesn't exist, why not?

There is something very similar... let me make an analogy.

We both know that plastic surgery is done not just for people who want to improve their appearance, but also for those who have been scarred or otherwise altered by some sort of accident or disease.

Right now, there is a very well-known surgery that is performed on individuals for whom one vocal cord becomes paralyzed (I'm one of them; mine got paralyzed in an open heart surgery when I was an infant). It's simply known as UVFP (unilateral vocal fold paralysis) correction surgery.

The surgery involves pushing the paralyzed vocal cord inward into the trachea so that the working one can vibrate against it, improving voice. This is done by means of gel implants and/or Botox to re-paralyze the vocal cord in a better area. The voice doesn't get back to fully normal (since when the vocal cord is paralyzed, it's permanent), but is greatly improved.

I haven't had this surgery done (yet), but I'm considering it.

I guess there could be analogous surgeries performed on people with fully functioning voices. Voice could be modified by partial vocal cord paralysis, or re-positioning of vocal cords using gel cushions. This of course, is theoretical, but only the future can tell.

If the purpose is merely more improvement a normal voice, there is no any technology to do such thing so far. The main reason is that the nerves of the vocal cords are so highly sensitive that a slight manipulation in it would alter the quality of voice, may even cause losing the voice. That is the main reason why most of those who did neck surgery (thyroid or larynx surgery for example) had some change of their voices after. Such cosmetic vocal surgery does not exist at this time but ifever it will happen in the future, it will probably be called "phoniatrics surgery".

If the voice has been distorted (voice disorder) and wants to improve it , then such surgery can be done to make some modification of the voice but it won't give much improvement in the voice quality per se. This is a corrective surgery done currently.
