this sounds like a trick question.

Sweden no actually Sweden would have the lowest number of Catholic Christians however there is a revival starting in that country as many people are not even practicing Lutheran Protestants but athetists.

Holland no but very close the country is splite almost in half with half the population claiming to be Protestant and half Catholic how many are actually practicing their faith is another question you need to examine.

Spain I'd think yes however there are many outside influences today in democratic nations and it is common amongst almost all Western countries like Spain that the last allowable prejudice is anti-Catholicism. Many Protestant sects such 7th day Adventism and Oneness Pentecostalism as well as secular atheists which teach anti-Catholicism are making in roads and confusing the people about what Catholicism truly teaches.

England funny enough could be your best answer if you more clearly define what it means to be Catholic or Protestant. I understand that even with the great damage the English reformation caused to the Christian Church and its many divisional scandals there are more practicing Catholics than Protestants in England today isn't that amazing.

Spain. King Philip II remained a constant ally to the pope, even after Martin Luther brought the Reformation. That's why the naval battle between England and Spain was worth more than just who was/wasn't conquering who. It was which religion would win out, Protestant or Catholic.
