If a California cop who was involved in the incident answers THEN maybe you could get an answer to your question.
How does any one who was not there give any more than a guess as to why anything happens!!

Police officers and others who are professionally trained to use combat firearms are instructed to continue firing at anyone who attacks them with lethal force until the subject is neutralized (unable to continue the attack). Some handguns hold up to 16 rounds in the magazine and some of these still in police service use the century-old 9mm Parabellum (Luger) cartridge. It is known to be a poor "stopper", especially with full metal jacket ammunition. That means a lot of shooting when someone is attacking you with an automobile or doped up.

Oh, I can tell that you very carefully read every bit of information you could find on this subject, checked sources, conducted interviews, and did in depth studies to come up with this question.
I know that because the shooting you are referring to was in NEW YORK! NOT California. Next time, pay attention before spouting off.

Being a cop is similar to being in military. Both are called upon for protection and both are ragged on when the weight of inhumanity they encounter once in a while gives way to rage. Not a skin issue but a sin issue.

yes scared of a criminal in a car that had already run over one police officer and had rammed a undercover police car.
So they were in fear, in fear of thier lives, and for the safety of others as these criminals were on a rampage
