White wax wood and metal are both sort of slippery- and trust me you do NOT wanna let go of your chucks during practice or (God forbid) during a competition. You are going to have a hard enough time not killing yourself as it is. Also consider that if you "dent" a pair of hardwood nunchaku, you can still use them, but denting a pair of metal chucks means you have ruined them.
Rattan is VERY light in comparison. It is probably better to use something heavier at the beginning because you should start slowly and work up to the proper speed. Also, a slightly heavier nunchaku will help you develop better muscle tone and strength in your forearms. Rattan does tend to splinter, but that is only if you are hitting something with it. When you are practicing, you shouldn't go out and hit things until you can control the weapon completely. Therefore, I suggest using rattan later on, after you have learned how to weild the nunchaku and in competitions when speed LOOKS better.
When you are learning, the simple hardwood (usually redwood, red oak, or even hickory) "chucks" with the cord (not chain) are the best and by FAR the cheapest.
Now, any chance I can convince you to actually get some real training before you try doing this?? If not, I seriously suggest buying a cheap football helmet so you do not hurt yourself. I almost killed myself on 3 seperate occaisions, hurt my manhood several times, and almost broke my elbow at least a dozen times when learning to use a nunchaku...and that was WITH a teacher's help.

I'd say white wax is better because it seems and looks more smoother. For me, the better the weapon looks, the better I can use it. If you're a beginner with nunchucks, I prefer you use a light weight nunchuck for more speed and better handling.

Metal can be slippery.
white wax is good because its wood and can slow down a little while its spinning making it a good practice kind.
Rattan is good for competitions and demos.
Plain wood i think is OK but i wouldn't use it, its to heavy unless it balsam.

Yes it is true that some rattan nunchaku do splinter, but nonly the cheap ones. a decent pair will not chip or splinter. The wax are lighter, so i preffer my rattan pair, which i got from KarateDepot.com

i prefer oxagon redwood 20 ounce with a 3in string connector. they are verry solid hit harder than anything else including metal and are silent. stay away from metal and waxwood is only good for spear and staffs i dont believe they even make chucks out of them. waxwood is known for its flexibility which wouldnt be good for chucks. other than redwood, rattan would be my second choice
