Im a taxi driver and i would prefer the cash although sum of my passengers have offerd i like to think i offer a service but only so far that service can go

There have been proposals to require that employers can ONLY have employment practices that are based on the merit of job performance. That certainly would make the modern civil rights laws passe. I see no constitutional difficulty with it. But it is, of course, the ultimate expression of statism: the idea is based on a belief that businesses can never be trusted to run their own business in a sensible way, that businesses have to be told exactly how to run a business sensibly, that no dumb business practices will be allowed. If you really believe in that much statism, go for it.
