Someone I was emailing with put it as his signature, and I wanted to know what it meant. Thanks!

It means "with brotherly love and reason"
"Caritas" is the biblical love that you are supposed to have to your neighbour, not the love between man and woman, and "ratio" means reason.
I translated "in" with "with", because that's the way you would put it at the end of a letter. If the author meant "for" he would have put "pro".

In Heart and Mind.

Also, you could read it as in my love and thoughts.

I might be wrong, though, because my Latin is very rusty.

Pax Vobiscum, Pax Dominic.

Peace be upon you and all.
