No not really. The body need's time to process the drugs. Once that's done, she'll stop being high.
So, tell her not to come home until the drugs are not affecting her anymore. Or hide her in a closet until your parents have gone to bed.

Let her get caught. That is the best way to stop her. The family has to do an intervention and get help for her. She could kill herself with drugs otherwise. If you don't want her to die, tell your parents or another adult.

Not really, just time. Same with alcohol. You should really tell someone though because it can get worse. I'd let your parents in on it.

How old is she?
Do your parents know?
If not you should tell them.
Or tell your sis how you feel.
