I've seen dogs and cat get along great. I once saw this great big husky/malamute and a cute little cat grooming each other, the cat was purring so loudly and rubbing up against the dog, it was adorable and the dog was licking the cat all over like she was his baby. I think dogs and cats probably have to be brought up together from infancy to have that kind of bond and lack of fear or predatory instinct for each other, but I'm sure there are some dogs and cats that just have a great loving personality and get along with any animal whether or not they grew up together.
I would say for the most part, though, that dogs and cats usually don't get along that well, but some do.

Absolutely, they can be friends. My 8 month old cat and 14 year old dog get along fine. It did take some time in the beginning for my dog to accept having a cat in the house but eventually she came around and now the two of them are great together.

Yes, first you need two cats and two dogs. One of the cats must be the size of your dog. And one of your dogs, the size of the cat. Now, skin the two that you like the least, and put their skin on the cat and dog you like the most. Now the cat and dog will think their dogs and cats, and they'll live happily ever after.

Sure, I'd say its a rarity of them to be enemies (more of a stereotype), most dogs and cats that I've seen if they live together have few problems

yes they can. it will take a lot of time and patience. i know from experiance, my cat was 4 when i got my sheltie puppy 4 years ago. my cat hissed and took off. he didn't trust him and it stayed like that for weeks. they like eachother now, but when my dog gets frisky he'll chase my cat around the house, and he'll corner him and bark in his face, lol. but when there not frisky, there best friends lol.

its hard to say without knowing each animal... but i think if they are together long enough they might start to like each other. my cat has had to make many new friends... its tough at first but it works out in the end. be patient

if they are young enough and have relaxed personalities then yes, they can be friends.
