Revelation 16:3 And the second angel poured out his vial upon the sea; and it became as the blood of a dead man: and every living psuche died in the sea.

It could be, but when David says in the psalms, Praise the Lord oh my Soul, I believe he is telling His mind will and emotions to get in line and Praise God as His Spirit wants too.
Simple Psychology, as a man thinks (soul) - as a man feels (soul) - He does (acts upon)
The Spirit can impact but not as much as the Soul can unless you Romans 12:1-2.
