Hello: I have two cockatiels. As a rule I do not clip there wings however, I would suggest that you could go to a pet store and ask them if they provide that service. We have a local pet store that is willing to provide that sort of thing. If that doesn't work then there are kits you can purchase to clip there wings. I would suggest though that someone help you because clipping there wings can be a tricky process.

If you really want to do it, then take it to the vet and get them to show you how the first time as it is quite tricky and you can accidentally cut the wrong feathers. Getting the vet, or even a pet shop owner, to show you the first time can assure you you're doing it right. However, I really wouldn't advise it. I think people simply clip birds wings for the benefit of the owner and it has no benefit to the bird.
If you do not clip it's wings you have to be extra careful not to allow it to escape and fly outside, but apart from that it's all benefits. It allows them to act in a natural way and also allows them to feel less threatened and scared in then environment of your house as they know they have a means of escape if something bad happens, they can fly up and perch on something high. They are fitter as they get more exercise and watching them fly is truly wonderful.
People who tell you to clip will tell you it's to stop them from crashing into walls and hurting themselves. Of all the birds I have had, the ones who fly the best and have never crashed are the ones who have never had their wings clipped. They are allowed to learn to fly and so do not crash. As long as you cover windows with curtains (i find a thin lace one works well as it allows light in but doesn't make the bird think it's a place to fly.

okay clip the sides then pull out the seprate wings and cut of the first whole feather. DO NOT do that to any other. Then put baby powder over the others so they arent as slippery and trim them

you dont need to clip thier wings its there nails you need to cut o i suppose you might mean put a tag on it then you should go to your local pet store that sell birds thatt should help

first three feathers , but make sure not to cut the bloodvien it will be a pink color ,maybe u should take it to the vet and have him or her show u how the first time
