As i mean like casinos rig up their their tables and coin games is bingo or can it get setup the same about way ?

The Nevada Gaming Commission is very careful about enforcing laws about rigged games. It is also not in the casino's best interest to rig the games. They make money off the house edge, so the more players they have, the more money they make - it'd be foolish on their part to drive away customers with scams.
If you think you are habitually unlucky, then you shouldn't gamble. The problem isn't "bad luck", because luck always changes. It's your frame of mind.
