Sadly, Your friend may have a problem. Asking for a picture of you completely naked or wearing something he'd like to see you in would be understandable as a focus for a fantasy. Just asking for a pic of your private area (s) means that you are just parts to him. Don't do it and if he asks why not, tell him that it is a shallow thing to ask for. You are not just a bag of parts.

He's a guy!! All animals. DO NOT do it cuz it could wind up on the internet along with a pic of your face and maybe more!! Just cut some hair and mail it to him. That ought to get him!!

Because he's a pervert who only likes you for your sexual "stuff"... if you continue to have a relationship w/ him (as in BF & GF relationship) you'll get hurt sooner or later. Find a guy who will respect you for who you are...
