These situations can't happen because passengers can't get anywhere near the plane unless they have proper documentation.

You cannot accept UMs without proper documentation. There should be a copy of their original documentation at the departure airport. Refer to this document to gain new papers to allow the UM on a later flight, but under no circumstances should a UM be allowed on board an aircraft without proper paperwork.

Yeah, before you pass through security, there is a FAA officer who needs to see your seating ticket, and a valad photo ID. If they don't see your boarding pass and ID, then you don't get through security
