I found someone was collecting money from me every month on my credit card and I never signed up for that. Is there some kind of phishing device that collects critical credit card data from your computer without your knowledge?

I have noticted that many companies will give off private data like credit card information to other companies that they are affiliated with. You should talk to this company and make sure you find out how they got your info.

Your computer could be infected with spyware.

Two good detection programs (both free) are Ad-Aware, and Spybot.
