i don't think you need any expensive products for this style.
the whole idea is to look carefree and casually messy.
pull your hair into a french braid (if you dont know how to do a french braid, go along to http://www.seventeen.com and to the Beauty section, then to Hair) and after a few hours (or in the morning, if you do it before you sleep, although that might be quite uncomfortable), take it out and spritz your hair with salt water.

hope this helps!

STEP 1: This hairstyle is best on hair that is past the shoulders in length and has long layers cut into it.
STEP 2: To get this style to look its best, wash your hair the night before and apply some mousse while it’s still damp. Let your hair completely air dry, or you can blow-dry it to get most of the moisture out. Hair that is clean--but not freshly washed--right before you style it will hold the style better.
STEP 3: When it’s time to style your hair, apply some shine serum to the ends to avoid frizzies.
STEP 4: Using a large-barreled curling iron, take a 2-inch section of your hair and wrap it around the curling iron in a spiral-like fashion. Roll the hair up until it is 2 to 3 inches from the root. You want the top of your hair to be smoother, so don’t curl all the way up to the scalp.
STEP 5: Once a section is curled, carefully remove the curling iron in order not to disturb the newly-formed wave. Spray the curl with an aerosol hair spray and move on to the next section of hair. Repeat this curling and hair spray process.
STEP 6: Once all of your hair has been curled and set with hair spray, flip your head upside-down and tousle your hair with your fingers.
STEP 7: When you’ve tousled the hair, flip your head back up and, using a Mason Pearson brush (see resources), back comb the hair only at the crown to create a y, ‘60s bump.
STEP 8: Now smooth the top layers of your hair by using the Mason Pearson brush. Carefully brush the top portion of the top layers until they sit smooth, with no obvious holes or back-combing showing through.
STEP 9: Create a side part. Swoop your bangs, if you have them, over one eye for extra appeal.
STEP 10: Finish off this style with a light misting of hair spray to hold the style.
Tips & Warnings
If you have very straight and flat hair, you can boost its volume by setting your hair on either hot or velcro rollers before styling.

To get this look, you'll want to spray volumizing tonic on the roots of your hair. Blow dry with a large round brush, then wrap sections of hair around a medium-barrel curling iron leaving ends free. The trick here is to go in opposite directions to create the illusion of volume & natural curl.

Extra tips:
-For extra-fullness, apply saltwater spray as a last step.
-A 1-inch barrel on your curling iron is your best bet no matter the length of your hair. If you go larger, the curls will be too big, and smaller, they'll be too tight.

Good Luck!

If you curl your hair, and then blow-dry it on a cool setting, you get really pretty wavy loose curls. Product-wise though, I'd have to know your hair-type. But I do know that Garnier has a ton of products that help you have waves. And it's inexpensive!
Edit: A triple-barrel curling iron is another option- it'll create tighter waves- more of a crimped look. It's very pretty!
