My dog got hit by a car.
Besides acting like he felt bad,he started dripping blood as you described.I called the vet who told me not to worry as dogs were pretty resilient and that the blood was probably from bruised kidneys.
I watched the dog for 2-3 days as his little tummy began to swell. We took the dog to the vet and had to have him put to sleep because he had suffered a torn bladder that was now infected and there was no guarantee that surgery would even cure the problem and we could not afford to pay for something that might or might not work.
TAKE YOUR DOG TO THE VET TODAY!
This is not normal and is an indication that something is wrong and it needs to be diagnosed NOW!

I'm not a vet or anything, but if that happened to my dog I'd probably go ahead and take him to the vet just because if my penis started dripping blood I'd go to the doctor.

only time I've dealt with that is when the dog has had previous frostbite on it (an old injury) and it can act up depending on weather etc. But either way you should take your dog to a vet and get it checked out.

Anytime there is blood involved . . it is a good idea to call the vet asap. Let them decide if he needs to go in or not. I've never heard of this happening . . but it can't be good.

YES,first call your vet and tell him/her what the problem is The vet will want to see the dog to make sure there isn't anything major and to see what caused it as infection, wound, growth & ect.

If you had this problem would you go to the doctor? If it was my dog I would have been to the vet and back home already. I wish your dog all the best.

Take your dog to a veterinarian immediately. He may have a urinary infection or something worse. Don't waste time here. Get to a vet!
