The context of the chapter that scripture comes from, discusses spiritual warfare, so I'm sure it refers to more than just intoxication, but I'm not sure what. Thanks

Friend, This verse means to be spiritually minded, Don't be a novice in your belief, But be stedfast in what you believe. Knowing that what you believe is the same thing as The Apostles. Don't let someone side track you.

To be sober means to be in your right mind, to treat God seroius and have common sense, it means to have mental, emotional and spiriutal balance in your life, not "bouncing off the walls".
