Lets start with the Bush part. No Bush could not do something like that alone. It would take extensive cooperation between many areas of the US gov and between both political parties.
Bush is NOT the leader of the Republicans and does have to own up to his every action to the actual leaders and funders of the party.
Next lets consider the best of the conspiracy theories about the WTC. All of which the last time I read them had passenger's disembarking and the planes controlled by remote robotic pilots. The reason for this? This is America, you are not going to find the people willing to kill themselves flying aircraft much less enough to keep crew and passengers away from the cockpit. We don't as a people believe in suicide. High risk missions yes, but it would be very difficult to get that many Americans to give up their lives intentionally for a clearly needed reason much less something as shadowy as killing fellow Americans. Just not going to happen and the conspiracy theorists to address this point out that such technology exists to fly aircraft automatically and use this to get around the core obstacle.
The ability to put such devices on an aircraft would require a huge conspiracy. hundreds, probably thousands would have to be involved. Purchase records would exist in the few companies that make such gear. A whole graveyard of people who were involved in the conspiracy would exist to keep people's mouth's shut. Still I think some of a conspiracy that large would escape and live to tell the tale.
Last think of the risk. The best possible fate these people would suffer if they were caught would be execution. In reality if they were caught few would live long enough to be executed. The political system would be scrapped. Instant civil war would take place. That I think is the true goal of those spreading the conspiracy theory. They are under the delusion that only the Right would be taken down. It would strike down the Left as well if people really bought into the idea. The riots and other upheaval would kill millions.
So no, Bush had nothing to do with the WTC. He might have had an inkling but unlikely he even had that. Top Feds likely did have a good idea something was going to happen and that the WTC was one of several high risk targets. Again people are assuming far too much compentence out of our Gov when they assume we knew much more than that if that much. We couldn't even rescue the hostages in Iran. The keystone cops methods we employ in our counter intelligence ops just tells me that this was not an American job. Too much fanaticism required. Too much sense of purpose.
Bin Ladin didn't organize it FOR the US. Not unless he is a traitor to his particuler brand of Islamic fanaticism. Why target Spain and the UK if he's a US op?
The evidence isn't there either. %99 of the anomolies of 9-11 have been shown to be very consistant with the official story. A plane did indeed hit the Pentagon. Cell phone calls are possible from the air. The owner of the building never said anything that could be remotely construed as blow up the buildings. He would not have said it on tape to a firefighter. That would also imply the NYC fire dept was in on the conspiracy. Don't you find it hard to believe that they would kill so many of their own people? We are talking about firefighters lugging up explosives knowing they cannot get back out of the building before the charges detonate.
Second why blow up a building that will collapse on it's own anyway? The fires were going to utterly destroy the building. It was not whether but when. I believe they did exactly as the official story goes. Collapsed under the intense heat. It was unavoidable. The insulation even if it had not failed would have only bought more time, not saved the buildings. They were not designed for thousands of tons of jet fuel to engulf a few stories of the building. When the structural support melted away where else was the top floors going to go? The exoskeletal design of the WTC made implosion an obvious route. Much more likely than toppling.
Sorry I see huge huge huge holes in the best of the WTC conspiracy theories. JFK, yeah that was a Gov coverup from the start. WTC nope. That was terrorists.

I think he did... and FDR asked the Japanese to bomb Pearl Harbor and Churchhill to struggle against the Nazis and the Lebanese were invited to bomb the Marine barracks in Beirut so we could thin out the military. All that is much easier than reducing the number of people they let in the military.
