There really is no one answer. It depends on your coloring, facial structure, eye color, etc.

Contrary to popular opinion, a rich, warm, glossy brown is actually the most generally flattering to all skin tones. The key is for the color to be warm enough to bring out the flush in your cheeks, but cool enough to bring out the whites of your eyes and make your complexion look nice.
Although brown is obviously the most common natural hair color, many people are born with shades that don't suit them. Also, a lot of brunettes ruin their beautiful coloring by covering it up with chunky streaks of brown and even (gag) orange. Do the world a favor and let your beautiful brown hair shine all on its own.
This is not to say that I have anything against people with blonde, black, or red hair, but often those colors are less flattering on people who are not born with them and are hard to get good results with from dyes.

Any colour - however blonde can make you look washed out in the winter months - try having a few red low lights put in it warms up your skin tone.

I'm very lucky as I suit any hair colour but brunettes are best blonde hair dosn't shine

It depends the skin color, the cut of the face of the girl and what sort of look she wants to carry..
But the best color is one that highlights her eyes and complements her skin color. And of course something that YOU are comfortable with

stay with colour you are but if want to change go little bit lighter or darker that way you'll tell if you suite it and wont be too hard to change back.

I think that either blond...but it really depends on your looks. And how u dress and stuff...
