Those who have accepted Jesus as Lord and Saviour and asked Him to forgive their sins are indeed the Lord's children, adopted at the Cross and sealed with the Holy Spirit. Those who haven't given their lives to Him are His creation, but not yet His children.
As to why God doesn't "fix" the crippled, disabled, and sick...He can and sometimes does, but one thing he does *not* do is reveal the rationales He uses for his actions, just for the asking. His ways are not our ways. Even when Jesus was on earth, he sometimes walked through a whole crowd and just healed one or two. That doesn't mean he "doesn't love" those who are not healed...it just means He chooses what to do when and how, which as Soveriegn Lord is completely in His right.
As to not listening to our prayers, sometimes His answers just are not what we want to hear right that second. Sometimes He says "no", or "wait".
But an angry, judgemental, self-righteous attitude is not a good point to pray from....

Only those who come to the Father by way of the son are considered children of God. And of course He hears our prayers. Surely you know that when sin came into the world, in the garden of Eden, disease and suffering also entered. However, there is a time coming when these things will be no more.

I am not fond of a belief in God that only depends on God doing everything I say or else.
I believe in a God who is perfect love, therefore, even though I can't see a reason for something, I expect to find out (eventually), however, it doesn't shake my belief.
You forgot to mention that you have befriended someone who could do with your companionship and help. Sounds to me that God is not that far away.

The God that I believe in did not create anyone with Down's Syndrome. He/She made everything good and perfect and that includes us - God's children
When we see a child with Down's we are seeing what God created through a darkened glass. The glass is our own consciousness. Ask Christ to help you clean it. Ask Christ to show you what it really true about that child and you will notice a change in the child.
