on wet days it starts but is a little slugish but on cold mornings it won't start what can cause this?

Look for the failure in the cold start (automatic choke) circuits. Once you have found it, fix it.

Or bring it by the shop Monday after 8 and I'll take a look.

how cold is cold? -10 ? -20 ? -30 ? if it won't start well plug it in, have whatever passes for the choke circuit checked out , this may involve leaving it at a shop overnight so it can be checked cold . also how old is your battery and how clean are your connections .
