Simple. There are two ways.
First: Import the file into Window Movie maker. Go to the certain frame you want to capture and there should be a little camera. You can figure out the rest of that.
Second: Pause the movie on the frame you want, then press the PrintScreen/SysRq button. Open up MSPaint and paste the screenshot. Edit the borders and you're done.

There is a very easy way to do that follow me ;
import your movie when receive your favorite frame press Ctrl + I (letter i )button together a new window will be open ask you to determine the name and destination file determine it now you have an image from your movie . examine and enjoy it .

Download a program called SnagIt, you can use it free for the first 30 days. It allows you to take a picture of anything that's on your computer screen any size and crop it any way you want your pic to look, i use it alot for videos and it works great. Have fun!

Use the 'print screen' button on your keyboard. Then just paste the pic into something like Word, and there you go.
