The reason they cry - they are communicating with other dogs in the surrounding area or trying to establish communication. Some dogs also howl when they hear sirens or certain sounds.
The reason they look at the sky (and the reason they howl and not bark) - so that the sound travels as far as possible.
How to stop it - create a barrier or distraction to the ability to communicate by:
* Bringing the dog indoors
* Leave a radio playing so as to muffle the distant calls of other dogs or sirens and alarms.

I have dogs, and never saw this happen. What am I missing? I have seen them smile, laugh and being deliriously happy and content.
Wait a minute, there was only one time that one of my dogs cried. He did not look up the sky. But that is another story.
Maybe your dog was howling at the moon? I have read that they do that but have never seen it happen. Howling is not crying. When they cry, they really look unhappy. WHen they howl, their faces look like they are in some primitive singing chanting group noise making yowling match. My dogs would probably do it if i am late feeding them.
Maybe they yowl as if to say" Im hungry, my masters late again, oh where can I get some foooood, Oh woeeee is mee"

well, when a dog cries, when it looks in the sky is because it is going to rain or some other sort of natural disaster is about to occur. trust the dog to predict the weather, it is better then watching the weather channel.

I don't think I've ever seen this. Do you have Huskies? And by cry do you mean howl? Actually crying though, is certainly different than I'm used to!

i think u dog has a problam.
u can stop it by keeping the dog away from looking up bcause they will get scared and will cry more

There is always some reason.They are not doing it without reason.Maybe they are sad or something.....But i know that you should stop them when they do it(pet them,cheer them out or something) don`t let them cry,because it`s not good to let them do that-I`v red that somewhere

That is instinctive behavior that they got from their ancestors.
It is how dogs communicate in the wild.
