This is considered the optimum distance at which you are likely to take appropriate action, that is to slow down and/or focus your attention on the road ahead. A shorter distance and you may not have time to reduce your speed in a safe manner. A longer distance and you may have already lost your concentration and/or speeded up again before reaching the roadwork hazard.

To give vehicles time to get into the correct lane BEFORE they get to the roadworks to ensure the SAFETY of the drivers AND the guys who are working on the motorway.

For anybody coming down the road in a Ford Anglia at top speed. Brakes were an optional extra so they need the time to get over to the grass verge and slow down on it!!!
