I would suggest Paint Shop Pro, now in version 11 and sold by Corel. It is as easy or as difficult as you want to make it. Don't forget that anyone with Windows XP does have Microsoft's 'Picture It' which is pretty basic, so if you are buying a gift you want to move up from that.

If you want to explore the world of Adobe Photoshop without spending the big money for the full product, get Photoshop Elements 5.0. It is a tremendously powerful program and it only sells for $99.00. You can get it at http://www.adobe.com or any of the usual places you buy software.
You can use it practically right out of the box with the "Quick Fix" option and then you can advance into the full program, learning TONS about the Photoshop world as you go. Frankly, I think neither you nor I would ever explore the full capabilities of Photoshop Elements 5.0. If you ever DO think you are ready for more, you will already know much of what you will need to know about "real" Photoshop. They'll undoubtedly have a new and improved version by then. Since Nikon just came out with a totally new image editting package, Adobe will have to step up to the plate.
You will find Photoshop Elements 4.0 at closeout for about $40 at several retail outlets as well as on eBay and it's a great program, too.

Either Corel Paintshop Pro X...or the newer Paintshop Pro Photo XI
Or Adobe Photoshop Elements 5.0 or the older, 4.0
Adobe Photoshop CS2 is far too expensive and complicated for a beginner to use.

I would say Adobe Photoshop. Right now use have Photoshop CS - I also have CS2 but i dont like it as much coz there are a few things on it that you cant do like linking layers but I havent seen if there is a way to do that. I'm not sure how much the software costs - some can be a few 100 pounds. Most of the programs i use are copied from other people so its free for me - and that can save alot of money.

Microsoft Digital Image Pro,
it's very simple to use, it takes the plug-ins from Adobe Photoshop CS and it's only $89 or so.
Very user friendly and very powerful and cheap.
I use it all the time for fun and for published photos.

I am a graphic designer and photographer, with out a dought, Photoshop CS2 is the best software on the market but may set you back a bit, previous versions are still excellent, Most places sell the software so good luck

If your recipient has a no or basic knowledge of photography, I suggest that you buy a KODAK EASYSHARE C503 Its only $129.95.. it has a 16 MB internal memory and you can put SD/MMC card.. it also have the ff features:
5.0 megapixels 3X optical zoom 5X digital zoom

a free programme called lightroom for both pc and mac is available from adobe on line , it is a beta programme and is free for only a limited time . I have used it and it is a comprehensive photograph rendering tool
