not really sure what the question is asking but if someone wants a job in the working class they nowadays need some form of a education. in this world as an adult its hard to get by on a highschool deploma, but while in school you can get jobs but the jobs are to make a little money. for an adult getting a college education would be best. but it is possible to get buy with a deploma. although in some cases the more educated you are the more likely you'll get the job.
i'd say minimum eduction for working class could be 9th grade level. but you do need an education.

It is training to address a specific industry or company where the company or industry has not been able to find qualified candidates for specific jobs. This is more often done in areas where there may be high unemployment and those affected have not been able to find suitable employment for their current skills. It basically retrains the unemployed for a industry or company specific position.

I understand this question to mean training and upskilling people through education which means they will be more useful and employable in the labour market.
