I think the best way to speak English fluently is to actually speak it more often.
It's good u read the newspaper. It would be even better if u read it out loud.
Surround yourself with fluent english speakers so that you can listen to how they speak
Try to speak english as much as possible
Don't get discouraged if anyone laughs at the way u speak. Be confident.Don't let anyone discourage you.
Also try to watch sitcoms/ in english, english movies or watch the news in english
If u get stuck when u r speaking, don't panic. if u panic less u might remember what u want to say.
As long as u r determined to speak english fluently, u will achieve it

Call up the consulates in Chennai. They may be running the classes with volunteers or may give you some info that they may have on the file.
For English you have choice between few countries.
Check paper for advertisements.
Use Internet, Google and the Web Search Button, both are at the top of this screen.
Telephone books may have the telephone number of classes or individuals.
Visit/call the colleges High Schools and talk to the head of the various department they will have good info.
Try to learn one language at a time.
You can start your own club, meet few times a weak and use the language for an hour or so to practice.

its just that you lack practise and are hence not confident. a language is just a means of communication. it does not have to be perfect all the time. it is apparently not your mother tongue. so it is okay to make errors. the idea is to speak to people you are comfortable with about every day things in English. keep the sentences short and simple. don't use any word whose meaning you do not know. start a diary where you pick one word from the paper or TV and write it down. find its meaning and the different ways it is used to convey various meanings. then, for that day resolve to use the word with its different nuances of meaning at least twice.you will gain in confidence as you do this for a couple of months. pick words that are used in normal conversation.

Read newspaper and Watch English news channels and movies and always keep a pocket dictionary with u .Whenever u find out a difficult word ,go thru it meaning and phrase a sentence including that word on ur own.

you haven't said who you are, what your doing....
if you're working then try and meet some english-speaking people and explain your problem to them. try and only talk in english when you're with them.
if you're a student, ask if there are any supplementary english classes in your university / college / school. i'm sure that it will come naturally if you just give it some time.
the ideal method to learn to speak fluent english is to spend a year in the states or in england, but that option isn't open to everyone.
whatever you do, don't give up, keep on trying and you'll manage!

Read the newpaper alout daily. Record it maybe and listen back. Do tongue twisters....try these 3 times faster till you can say them....."red leather, yellow leather" I'm not the chicken plucker, I'm the chicken plucker's son, and I'm sitting plucking chickens, 'till the chicken plucker comes" look up some more online

what you have been doing is quite enough.though i feel to add to your fluency , start thinking in english as well. people who lack fluency are genrally those who dont get to practice speaking english as often as they use their mother tougue. what you can do is communicate within your mind, start thinking and visualizing in english, try and translate your thoughts in english. this might help. then ofcorse learn to express freely. start penning down your thoughts. try and use new words and try discribing same thought in diffrent styles. keep a track in your diary entries

the best way to learn is to immerse yourself. speak with fluent English speakers and talk to them and have them teach you when you don't know how to say something.
Maybe you could also study English verbs and vocabulary to help.
