Ok first, if you are arabic, or from any country in the middleast, you will need a visa. Or if you are Palestinian, you need to get a permission slip, which I believe can be made downtown. If your Israeli-Arab or Jewish, you can go without any paperwork, as long as you bring your ID Card. Also, you must contact the Embassy if your a foreign national, I know, US&Canadian Citizen are allowed in Israel without Visa's, they are given at the Border Patrol. If you can't do any of this, Call the Israeli Embassy, ask to speak to someone whom knows about visas to Israel.

It's possible to visit Jerusalem because Jerusalem has an international airport, Atarot Airport or Jerusalem International Airport.

You get a visa from the Israeli Embassy if needed, buy your ticket and upon arriving in Israel take the bus to Jerusalem
