Does being in a cold environment burns more calories than being
in one that causes you to sweat?

Air conditioning helps cool the body while working out so that you can work out in better comfort and don't tire so fast you burn the same amout of calories.

Here in Central Florida, without air conditioning, it is simply too dangerous to workout too long most of the year.

If someone wanted un-air conditioned workout, one can simply go outside and run or do other excercises.

well if you kept the gym too hot or not air conditioned at all then you run the risk of people passing out from heat and exhaustion, which in turn would lead to lawsuits

Actually being cold does make you burn more calories because when your body shakes it's using engery but as for gyms, it's to reduce the smell !!!!!!!!!!!!!
