According to the Preliminary Report on the Census Of Population 2006 "The number of non-Irish nationals enumerated as part of the 2002 census was 222,000, representing 5.8% of the usually resident population. While the corresponding figure for 2006 will have to await the publication of the Principle Demographic Results in April 2007, it can be tentatively estimated from the derived flow data on migration that the stock of non-Irish nationals is likely to be about 400,000 or 9.5%."

"Millens!" is the most obvious answer.
Sorry but nobody outside gouvernment offices can really be expected to know that.
Let's take it for granted that all the EU nationalities are here, some Norwegians, Swiss and Icelanders (they come to Dublin for shopping); I know of at least of one from each of the following:Turkey, Egypt, Israel, Syria, Iraq, Iran, Morocco, Lybia, Tunisia and Algeria, South Africa, Ghana, Ivory coast and Congo.
Apart from that we have 300 Brazilians living in Gort alone, and lots of Chinese in Dublin. Some hotels seem totally run by Asian staff.And of course there are thousands of US-Americans and British, and a few Canadians, too..
And those are only the ones I am certain about, I'm sure there are still many more.

There are Two NATIONS, the Republic of Ireland and Northern Ireland which is part of the UK.

200 000 Polish
40 000 Chinese
40 000 Nigerian
A fair amount of Lithuanians, Ukrainians, Russians, South Africans, Moldavians, Indians, Pakistanies etc..
And, roughly, 20 000 French people, and amongst them, me.
